Is “API 2-3/8 REG” enough information to approve a DTH drill pipe?

No. It identifies an important connection family, but approval still requires the ordered end arrangement, pipe OD, length, wall/bore where specified, joint dimensions, mating rig/hammer interfaces and the acceptance criteria in the drawing or PO.
