Step 1: apply a technical pass/fail gate

For pneumatic rock drills and breakers

  • Complete model and suffix, not only the family name
  • Shank cross-section and length; air and water connections
  • Air-leg or feed compatibility where relevant
  • Required line oiler, hoses, retainers, steels, chisels, or accessories
  • Rated configuration and data-sheet revision supporting the offer

A supplier exception is not automatically a rejection. It must be visible. If an alternative design is proposed, require the supplier to explain the difference, the reason it remains fit for the stated application, and any system changes needed.

Step 2: normalize units and included items

Convert every quotation into a common purchasing unit. For rods and pipes, compare the same length as well as price per piece. For assemblies, separate the main tool, operating accessories, initial spares, and service tools. For bits, confirm whether quoted quantities and pricing refer to one diameter and face design or a mixed schedule.

Step 3: compare Incoterms correctly

Incoterms® clarify delivery obligations, costs, tasks, and the transfer of transport risk between seller and buyer. The International Chamber of Commerce guidance emphasizes that the selected rule allocates costs and risk at specific delivery points.

Record each offer in the form [rule] [named place or port], Incoterms® 2020. “FOB,” “CIF,” or “DAP” without a named location is not sufficiently precise for a clean comparison. Also confirm whether the proposed rule suits the transport method. If two suppliers quote different terms, convert both to one comparison point—for example, estimated delivered cost to the same port or buyer warehouse—while keeping the original Incoterm visible.

Step 4: calculate estimated total acquisition cost

The U.S. International Trade Administration describes landed cost as the product price plus relevant insurance, freight, tariffs, taxes, and other fees, and recommends treating the result as an estimate because rates and charges can change. Use a customs broker or freight forwarder for the destination-specific calculation; do not copy a tariff assumption from another country or shipment.

A practical comparison formula is:

Estimated acquisition cost = normalized product scope + required options and spares + packing and inspection + origin charges + freight and insurance + estimated import charges + destination delivery + payment and currency costs.

Then separate purchase cost from operating value:

Expected drilling cost per meter = tool acquisition and logistics cost ÷ accepted drilled meters, plus the downtime and replacement costs your operation chooses to include.

Step 5: put time, payment, and currency on the same basis

“Lead time” can mean days to finish production, days to make cargo available, or total time to the buyer’s site. Record at least:

  • the event that starts the clock, such as deposit receipt, drawing approval, or purchase-order confirmation;
  • production completion or cargo-ready date;
  • estimated transit separately from production;
  • whether inspection or document approval can hold shipment;
  • quote validity and the conditions that permit repricing.

Payment terms change risk and working-capital cost. Use mandatory pass/fail requirements for issues that cannot be traded away, such as interface compatibility or a required delivery date. Use a short weighted score only for factors that genuinely differentiate responsive suppliers, such as:

  • sample or trial plan;

  1. Freeze the RFQ revision. Give all suppliers the same item schedule and application information.
  2. Log every deviation. Do not hide substitutions inside notes.
  3. Reject or clarify technical failures. Never let a low price compensate for an incompatible product.
  4. Normalize quantity and scope. Add only supplier-confirmed options and exclusions.
  5. Convert delivery terms to one cost boundary. Keep estimates labelled and dated.
  6. Compare time and payment exposure. Separate production from transit.
  7. Review evidence and risk. Confirm acceptance, warranty, and claim records before the purchase order.

Red flags in a drilling-tool quotation

  • The product is described only by a generic name or photograph.
  • Thread, shank, length, diameter, or model suffix is missing.
  • The supplier avoids listing exceptions to the RFQ.
  • “Standard accessories” or “standard packing” is not itemized.
  • The Incoterm has no named place, port, or rules version.
